Michael Balimukuubo

Michael Balimukuubo is an International Transaction Advisor based in the United Arab Emirates, specialising in infrastructure law. He advises on multimillion‑dollar water and solar utility projects structured around project finance and public‑private partnership (PPP) models across the MENA region and the CIS region.

He has over 11 years of post‑qualification experience, having worked as a Legal Associate at top‑tier law firms in Uganda, including MMAKS (Africa Legal Network) and Hunter and Greg Advocates, and as in‑house Legal Counsel for Total Energies Uganda B.V., where he advised on the Upstream Tilenga project and the East African Crude Oil Pipeline (EACOP) downstream aspects for five years. He has advised on projects in oil and gas (upstream and midstream) within sub‑Saharan Africa, as well as water treatment, wastewater treatment, and solar utility projects in the MENA and CIS regions.

He holds an LL.M in Corporate and Commercial Laws from the University of Cambridge, UK, an LL.B from Makerere University, Uganda, and a Diploma in Legal Practice from Uganda. He is a member of the Uganda Law Society and the East African Law Society.
